"The Knowledge based Coast", promoted by the Province of Livorno and Provincia di Livorno Sviluppo for the Phase II of the Equal Community Initiative carries on the territorial synergy built among the five Provinces of the Tuscany Coast (Livorno, Pisa, Lucca, Massa Carrara and Grosseto) through C.I. Equal Round I - project "Coast Revitalization". Provincia di Livorno Sviluppo is the project leader.
The project acts on the Adaptability Axis, promoting lifelong learning to support and preserve the employment of those subjects suffering discrimination and disparity in labour market.
Project general objective is, while supporting the integration of active labour policies with territory development policies, to prevent and fight the processes of marginalization of the male and female weakest workers in order to contribute to the re-launching of competitiveness of the entrepreneurial fabric.
"The Knowledge based Coast" in fact has the purpose to strengthen the professionalism of labour market marginalization risk workers in the five provinces through continuous training and lifelong learning actions, and invest in human resources growth to contribute to re-launch the coastal economy with preservation, growth and improvement of the human capital there employed. For this aim, each Province, in accordance with the category associations, has identified the sectors in crisis of its territory to support them through the project, investing in retraining related human resources. Such main sectors are: mechanics and automotive components in Livorno and Pisa, agriculture for Grosseto, stone and shoes sectors for Lucca, the production activities for Massa Carrara. Furthermore the project supports the maximum integration among the systems: education, vocational training, labour and social policies.
Provincia di Livorno Sviluppo and the five Local Administrations, in partnership with other 28 local actors of the coastal strip, answer the challenges issued by the New Pact for Labour of Tuscany Region, "training of human resources" and "a Tuscany competitive in quality", building an experimental system to strengthen the set of skills and transversal professional competences of the workers.
The actions provides for refresher courses on European programmes and labour policies for Provinces and Municipalities staff; preparation of ICT solutions for the management of sectorial and individual learning plans, usable as Job Centres support, a network of listening and information points in collaboration with the atypical Jobs Desks Network, creation/development of sectorial Observatories for training needs analysis, guidance on innovative tools, such as domotics technologies.
The project is based on three types of agreements, which ensure the efficiency in terms of governance and network. The Cooperation Agreement, aimed at the activities realization, has been subscribed by 34 partners, each of them holders of budgets to realize the project actions.
The Network Agreement, signed by 31 subjects, ensures the territorial support to such actions.
The Transnational Cooperation Agreements are two: "Coast Regada" with Spain and Hungary and with Romania as associated partner (plus Slovakia, Serbia - Montenegro, Ukraine as Carpathian Basin that will participate to some workgroups activities) on lifelong learning and adaptability, and "Motivation 2 Employment (M2E)" with Great Britain, Czech Republic, France and Hungary about exchanging information and experiences in order to strengthen expertise and to increase labour chances.
The final beneficiaries are various categories of disadvantaged workers as atypical, workers at risk of competencies obsolescence and/or at expulsion risk from the production cycle, senior workers, disabled, migrants, illegal migrants..
As intermediate beneficiaries are involved responsible and operating actors of the systems: education, vocational training, labour and social politics.
