The EQUAL REGINET project carries out the development of new methods and actions, elaboration, realization and national, trans-national dissemination of an integrated pilot model, and provides equal chances for employees returning to their work after a long period of time, who are disadvantaged or disabled. The regional training centres, county labour centres and employers contribute to the development of an integrated "accepting" working place model to ensure sustainable employment, permanent training and supported services, using the experience of their collective work in the Equal project "EUROMA-NET" trial. This model connects access, job preparation and the work-training-work rotation, related both to the employees and employers, in a system. In order to maintain the sustainability of the use of the integrated model, a training, employment and mentoring network will be created covering Bács-Kiskun, Békés and Csongrád Counties.
The direct aim of the project is the synchronized development of innovative tools and methods which enhance the joining of the workforce, the preparation for work and the maintenance of work, as well as to elaborate and test an integrated "accepting" employment model in the South Plain Region, in an environment appropriate for the target groups. In order to sustain the new model the direct object is to form a regional and harmonized training, employment and mentoring network for the employees who restart their job after a longer absence, who are in a disadvantaged situation or who are disabled. An important element of the project is the dissemination of the results and experiences regarding the elaboration of the regional network, at both a national and a trans-national level, and the unique "chain-bridge" like cooperation of the trans-national partnership with organizations from the EU or Phare countries.The indirect object of the project is to make the new model, as an effective practice, available for the new European and national employment policy.
Because of the model developing and network building character of the project, the equal participation of the partner organizations is required both in the preparation and in the implementation phase of the project.During the preparation, according to the tasks undertaken by the partners and by proportional participation, professional, financial and international working teams will be formed to elaborate a detailed project plan, budget and international cooperation. In the implementation phase of the project a directive and an executive management will coordinate the regional program package, together with the leaders of the partner organizations and with the operative executors of the project. The development and testing of the project elements will be performed by harmonized professional teams, in which the regional training centres, the labour centres of the county and the employers have equal decision rights. The multifunctional and integrated accompanying program and the regional mentoring network are innovative tools to ensure the equal participation of the disadvantaged target groups and the partner organizations.
The regional network character of the project and the structure developing intention of the innovation makes it necessary that the experts and colleagues of the partners directly participate in the process of preparation, model development and testing, as well as in national and international dissemination. The basis of the new harmonized self evaluation process is that the regional training centres, county labour centres and employers elaborate its mechanism and elements, suitable for feedback and correction, collectively.
