CONTEXT
The ADAPT I + D Project will pursue to two of the most important employers and, at the same time, the mayor unemployment rate in Jaén, the olive sector and the traditional commerce, with the object to favouring the adaptability, consolidation and labour integration of those who have difficulty in being integrated or reintegrated into a labour market like women and men over 45, through the development of more flexible and effective forms of work organisation and support services.
The Project will fall upon the adaptability of firms to the new forms of work organisation and social responsibility, specially concerning to flexibility, equality, conciliation, technology and I + D. Through a complete socioeconomic analysis of the territory and both sectors of activity, and an exhaustive study of the secondary sources, we know that both areas, due to different reasons (shopping mall competitivity, timetable, OCM reforms, new foodstuffs, etc), have to carry out a complete restructuration and adaptation to new technologies and I + D.
From the 'European Strategy for Employment' we will anticipate the changes related to more and betters jobs by providing workers with the tools required for setting up in business and for the identification and exploitation of new possibilities for employment. On the other hand, we will help to SMEs to face up to these changes without 'traumatisms' that will affect negatively to employment and social responsibility. In accordance with this fact, the proposed activities are a specific Training Insertion Itinerary (Support Service to Adaptability) for those who have difficulty in being integrated or reintegrated into a labour market, for example, women and men over 45; a Training Course based on the new technologies; a Support Programme for SMEs refering to new technologies and social responsibility; a Technology Transference Programme that will indicate us which are the new professional profiles demanded and, of course, an important Sensitizing and Conciliation Programme to promove the social responsibility of SMEs, equality and the need of knowledge and application of technologies. All the rest of the activities have no sense without this last programme. A continuous evaluation process of the actions, with the participation of the local beneficiaries, will allow to fit the contents and focus the actions to the needs and evolution of the employment policies and beneficiaries' needs. The field of activity will be regional although some actions will be developed in determinated municipalities due to their innovatory character. The project will be aimed at a population of 70.000 workers.
- To favour women's and older than 45 workers' adaptability to new technologies, new forms of work organisation and new professional profiles demanded by the creation of an integrated itinerary that will allow to guide professionals about training, reconciling family and professional life, improvement and consolidation of jobs.
- To favour the adaptability of companies to the new forms of work organisation by developing more flexible and effective forms based on new technologies and better security measures, through the application of the "Advance Change System".
- To design a Training Programme for those who have difficulty to consolidate their jobs and to the new professional profiles demanded by companies due to the application of new technologies and I + D development.
- To promote the application of new technologies and I + D development in companies. To favour the "Know how" opposite to "Crowding out" through a Technological Transferece Programme included in the "Advance Change System". -To sensitize companies about the use of information technology (e-commerce and e-learning) and other new technologies as a necessary and laboral flexibility tool to improve competitivity in the labour market.
- To sensitize companies about equal opportunities for women and men to development any kind of work. To sensitize bussinesman about the importance of reconciling family and professional life.
- To favour workers' family and professional life conciliation in these two areas through the application of specifics measures about support and accompaniment services.
- To promote the transference of results and good practices actions.
- Comparative Study about labour women in the reference areas. A comparative study will be carry out about the situation of labour women in the olive sector and traditional commerce in each participant country. We try to identify possible 'good practices' or transferable actions that will allow to enrich the employment programmes and the adaptability of each participant member.
- Development of an adecuated Methodology to the specific Training Insertion Itinerary for those who have difficulty in being integrated or reintegrated into a labour market, for example, women and men over 45. Through the each participant's experience in Training Insertion Itinerary we pretend to develop a exhaustive methodology to be aplicated to these Itineraries in order to improve their quality and success. A Group of Work will be formed by technicians that will visit the respectives services of each participant country and will work in a coordinated way through the restricted section of the EQUAL Web page.
- Meeting about good practices on the adaptability of firms to the New Forms of Work Organisation and Social Responsability. 4. Study about new technologies and I + D impact on employment
The AD, through his members' experience, knows how to organise a project involving the participating actors in making decisions. The triple organisation level (Board of Management, Technical Committee, Management Meeting) must guarantee this necessary participation commitment in making decisions about the project. All the members of the AD will be represented in this organizative system and will be a full member. The definitive agreement signed by all the participants will include the exact terms and it will be put at Authorities' and Public Opinion's disposal. The socioeconomic general and local agents' network is included in this system to pick up suggestions and proposals. The Evaluation System will guarantee the active participation of all the members involved.
